Architectural Historians/Preservation Specialists

Telacu is currently searching for highly qualified professionals with prior FEMA Public Assistance (PA) experience. Candidates must be U.S. Citizens and able to successfully pass a Federal background investigation which includes disclosing personal information such as criminal, credit, residential, employment, social and medical history. Applicants with an active FEMA badge or Moderate Background Investigation (MBI) clearance are encouraged to apply. Selected candidates must be able to commit to a minimum 120-day assignment in remote locations working in excess of 50 hours per week.


Disaster Specialists will travel to disaster site to support FEMA in the delivery of the Public Assistance Program. They will assist local government agencies and other Program-eligible entitles in the preparation of grant applications for the restoration of a variety of damaged public infrastructure to include roads, bridges, buildings and utilities. The work includes review of proposed restoration scopes of work for disaster-damaged infrastructure for compliance with federal, state and local law.

Required Skills & Required Experience:

· Bachelor’s degree in Architecture, Architectural History, Art History, Historic Preservation, or closely related field, with coursework in American architectural history. Plus one or more of the following:

o At least five years of full-time experience in research, writing, or teaching in American architectural history or restoration architecture with an academic institution, historical organization or agency, museum, or other professional institution; or

o Substantial contribution through research and publication to the body of scholarly knowledge in the field of American architectural history.

o At least five years of full-time professional experience on historic preservation projects. Such graduate study or experience shall include detailed investigations of historic structures, preparation of historic structures research reports, and preparation of plans and specifications for preservation projects.

· Must meet Secretary of the Interior Professional Qualifications Standards for Architectural History, Historic Preservation Planner or Historic Architecture.

· Minimum of two years full-time professional experience in the field of Section 106 compliance, with prior state historic preservation office (SHPO) experience or similar agency desired.

· Identify historic preservation issues and identify Areas of Potential Effect (APE). Physical field inspections of APEs may be required on occasion.

· Complete informal and formal Section 106 consultation with Historic Preservation Officers with minimal technical supervision; may occasionally include the drafting Memorandums of Agreements (MOA).

· Knowledgeable of the function and design of historic structures with a demonstrated ability to justify National Register eligibility determinations and assessments of effects in accordance with Section 106. This may include the preparation of historic structures research reports and the identification of appropriate treatment measures for affected historic structures.

· Effectively coordinate with project stakeholders to make important decisions about project alternatives and the resolution of adverse effects to historic resources.

· Document the Section 106 review process

· Knowledge and understanding of FEMA Public Assistance Program law, regulation and policy is preferred

· Experience using FEMA Grants Management Portal preferred

· Excellent verbal communication and writing skill

· Must be computer literate and proficient with MS Office Suite applications (Word and Excel) and FEMA proprietary software

· Ability to work both independently and in a team environment under stressful conditions

· Valid driver’s license required
